Change Agent Spotlight: An Equity-Driven Change Agent at Oak Grove School District

At Partners in School Innovation, we recognize equity-focused leaders who take action as “Results-Oriented Change Agents” (ROCAs), or “Change Agents” for short. These leaders are equipped to handle the challenges of under-resourced schools and districts, committed to the success of every student, and capable of empathetically rallying communities to support sustainable improvements. Jenay Enna, Assistant Superintendent of Educational Services at Oak Grove School District, is a shining example of a Change Agent in action. With a leadership approach rooted in collaboration, trust, and shared purpose, she works tirelessly to create equitable opportunities for all students in her district.

A Leadership Journey Shaped by Collaboration and Vision

A smiling couple takes a selfie in a large indoor event venue with a stage in the background. The woman in the foreground has blonde hair and is wearing a black jacket, while the man behind her is wearing an orange Syracuse Athletics t-shirt and a black San Francisco Giants baseball cap. The venue is filled with people, and the stage is lit with colorful lights and decorated with banners.

Jenay Enna’s 24-year career in education reflects her deep belief in the power of community-driven leadership. From her early days as a teacher and literacy coach to her time as a principal and now district leader, every step of her journey has been focused on building equitable learning environments.

Today, she mentors new school leaders and guides district-wide efforts to implement systems that support high performance and lasting improvements.

Partnering for Sustainable Change

Since 2021, Jenay has collaborated with Partners in School Innovation to enhance district-wide Professional Learning Community (PLC) practices.

Through the Instructional Leadership Network, Oak Grove schools have aligned their actions and goals using equity-centered strategies and systems.

“The partnership with Partners has been essential in helping us take a strategic approach to equity and school improvement,” Jenay reflects. The expert coaching has supported her in using improvement science to create more equitable systems across the district.

A family of four poses outdoors near the coast, with the ocean and a blue sky with scattered clouds in the background. The father, wearing a dark jacket, sunglasses, and a baseball cap, is holding one of the daughters in his arms. The mother, wearing a tan shearling jacket and sunglasses, stands beside him, smiling. The daughter in his arms wears a purple sweater and teal pants, grinning at the camera. The other daughter, wearing a gray sweater and checkered pants, shields her eyes from the sun while standing slightly apart. They are surrounded by green coastal plants and wildflowers.

Balancing Leadership and Family Life

Outside of her role, Jenay enjoys life with her husband, a kindergarten teacher, and their two daughters, ages 6 and 8. Whether she’s spending time outdoors, tending to her houseplants, or enjoying comedy and travel, Jenay values moments that bring her family closer together.

Systems for Productivity and Deep, Meaningful Work

Jenay is a firm believer in the power of intentional systems to create space for meaningful progress. “With systems in place, we can focus our mental energy on the non-urgent but deeply impactful work that moves the needle in schools.”

She has shared her to-do list template, designed to help others streamline their tasks and focus on continuous improvement. Check it out [HERE] for inspiration and customization ideas!

Behind them, snow-covered evergreen trees and part of the ski lift structure are visible, creating a wintery mountain landscape.

Strengthening Team Connections

Jenay is always looking for creative ways to foster deeper connections among her teams. She’s eager to hear from other educators about team-building exercises and agenda structures that help people feel aligned and engaged with the work and one another.

We’re grateful to Jenay Enna for her leadership and dedication to creating equitable learning opportunities for all students.
